The implementation of the fourth year of Delhi University’s undergraduate programme has opened a fresh debate over faculty workload, academic supervision and institutional preparedness. The Delhi University Teachers’ Association (DUTA) has raised concerns that the expanded structure is placing additional demands on teachers without a corresponding increase in manpower and infrastructure.As reported by PTI, the concerns have emerged as Delhi University begins implementing the fourth year of its Undergraduate Curriculum Framework (UGCF) 2022 from the 2026-27 academic session. The university has introduced revised academic arrangements covering dissertation, academic project and entrepreneurship tracks.

DUTA questions preparedness for expanded academic structure

DUTA has argued that the additional year is likely to increase the responsibilities of faculty members across several areas, including teaching, student supervision, assessment and academic mentoring.The concern is particularly significant because the fourth year places greater emphasis on research-oriented and project-based learning. Delhi University’s Academic Affairs website lists separate guidelines for supervising dissertations, projects and entrepreneurship work, as well as revised provisions for assessment of the three academic tracks.According to the teachers’ association, these responsibilities require adequate faculty strength and academic infrastructure. Without such support, teachers could face greater pressure while students may not receive the level of supervision expected from a research and project-focused programme.

Higher credits add to supervision concerns

The revised framework has also changed the credit structure for the final year. Delhi University issued a notification in July 2026 increasing credits for the Research and Entrepreneurship tracks with effect from the 2026-27 session.The final two semesters also involve changes to the course mix, with Discipline Specific Core (DSC) courses moved into the Discipline Specific Elective (DSE) pool. Students are required to choose three courses in each of semesters VII and VIII alongside their selected academic track. The changes had earlier drawn objections from teacher representatives, who questioned their possible impact on academic standards and faculty responsibilities.The increase in dissertation and project-related work has become a particular point of concern because such courses require sustained interaction between teachers and students. Faculty members may have to guide research, monitor progress, evaluate submissions and provide academic feedback.

Debate over how changes were introduced

The teachers’ concerns also form part of a wider disagreement over the process through which the fourth-year structure was revised.Earlier, faculty representatives had alleged that significant changes to the credit structure were introduced through a Registrar’s notification without adequate consideration by the university’s statutory bodies. The issue had triggered opposition from sections of the teaching community in July.Delhi University, meanwhile, has continued issuing course-specific guidelines and notifications for the seventh and eighth semesters as the fourth year takes effect.

Teachers seek resources to match expansion

DUTA’s broader argument is that academic expansion cannot be separated from institutional capacity. A four-year programme with greater research, project and entrepreneurship components requires sufficient teachers, classrooms and administrative support.The teachers’ association has therefore maintained that the quality of teaching and supervision should not be compromised as the university expands the undergraduate framework. For Delhi University, the immediate challenge is now to ensure that the additional academic opportunities promised by the fourth year are supported by the resources needed to deliver them effectively.
