NCTE forms two committees to revise teacher recruitment rules, CTET and STET eligibility for ITEP graduates

The National Council for Teacher Education (NCTE) has constituted two expert committees to review teacher recruitment qualification rules and eligibility criteria for the Central Teacher Eligibility Test (CTET) and State Teacher Eligibility Tests (STET). The proposed changes are expected to bring graduates of the four-year Integrated Teacher Education Programme (ITEP) within the eligibility framework for school teaching positions. The move comes ahead of the graduation of the first batch of ITEP students in 2027. The proposed revisions seek to align existing teacher recruitment regulations and teacher eligibility examination guidelines with the integrated degree, ensuring that graduates can pursue teaching opportunities under the applicable recruitment framework. The two committees will examine separate aspects of the existing regulatory framework, including the minimum educational qualifications prescribed for school teacher recruitment and the eligibility conditions for appearing in CTET and STET.

NCTE committees to review teacher recruitment qualifications and TET rules

According to the proposed review, one expert committee will examine the existing NCTE regulations governing the minimum qualifications required for the recruitment of school teachers. It will recommend amendments to recognise the four-year ITEP degree as an eligible qualification for teaching positions. The second committee will review the existing eligibility guidelines for CTET and STET. Its mandate will be to suggest changes that would allow ITEP graduates to appear for these teacher eligibility examinations. The exercise is intended to address the regulatory requirements before the first batch of students completes the programme next year. Since teacher recruitment and eligibility examinations are governed by specific qualification criteria, the proposed amendments are expected to bring the integrated degree within the relevant provisions. However, the constitution of the committees does not automatically make ITEP graduates eligible for recruitment or TET examinations. The recommendations will have to be examined and the necessary amendments formally notified before the revised eligibility provisions can take effect.

What is the Integrated Teacher Education Programme?

The Integrated Teacher Education Programme was introduced in the 2023-24 academic session as a four-year dual-major undergraduate degree. It combines disciplinary education with professional teacher training and allows students to enter the teaching profession through an integrated course after completing Class 12.Unlike the conventional route, which generally involves completing an undergraduate degree followed by a Bachelor of Education (B.Ed), ITEP combines both academic and professional components within a single four-year programme. The programme is designed to prepare teachers for different stages of school education in accordance with the curricular and pedagogical structure proposed under the National Education Policy (NEP) 2020.It aims to provide students with subject knowledge, pedagogical understanding and professional training required to teach at different levels of school education.

How ITEP aligns with the NEP 2020 school education structure

The four-year integrated programme is aligned with the 5+3+3+4 curricular structure outlined in NEP 2020. The framework reorganises school education into four stages, taking into account children’s developmental needs and learning requirements. The four stages are:– Foundational Stage (5 years): Covers three years of preschool or Anganwadi education and Classes 1 and 2.– Preparatory Stage (3 years): Covers Classes 3 to 5.– Middle Stage (3 years): Covers Classes 6 to 8.– Secondary Stage (4 years): Covers Classes 9 to 12.Through ITEP, the government aims to develop a professionally trained teaching workforce equipped to handle the academic and pedagogical requirements of these different stages.NEP 2020 envisages the four-year integrated B.Ed degree becoming the minimum qualification for school teachers by 2030. The programme is also intended to gradually establish an integrated route into the teaching profession, reducing dependence on the traditional undergraduate degree followed by B.Ed pathway.

Why the proposed amendments matter for ITEP students

The NCTE’s review assumes importance as the first batch of students admitted to the four-year programme is expected to graduate in 2027. Without corresponding changes to recruitment regulations and TET eligibility guidelines, graduates could face uncertainty over whether their integrated qualification meets the prescribed requirements for school teaching positions. The proposed amendments seek to address this gap by bringing ITEP within the existing teacher qualification and eligibility examination frameworks. For students pursuing the programme, the revisions could open up opportunities to appear for CTET and respective STET examinations, subject to the final eligibility conditions. This would be an important step towards establishing the integrated degree as a recognised route into school teaching. The final position, however, will depend on the recommendations of the expert committees and the subsequent notification of amendments by the competent authorities. Until then, the existing teacher recruitment qualifications and TET eligibility guidelines will continue to apply.
